11/12/2015Brian PosewitzWaterWatch of Oregon1. The permit should be denied because measurement and enforcement are likely to be inadequate to ensure that the reservoir does not injure existing rights or pose a significant detrimental impact to existing fishery resources by reducing downstream flows and releasing warmed and or otherwise polluted water. 2. If a permit is issued, it should be conditioned to require the "bypass" pipe to be large enough to capture and bypass all flow from April 15 through September 30. Otherwise, according to ODFW, the reservoir will pose a significant detrimental impact to existing fishery resources; and, according to the watermaster, it will injure existing water rights. 3. Any permit should be conditioned to forbid release of water from the reservoir to downstream waters because the water is likely to be warmed or otherwise polluted. Flow not stored should be passed through the bypass and not through the reservoir.
