07/20/2016Brian PosewitzWaterWatch of OregonAccording to the application materials, Pond North is in the channel of a stream that has, or historically had, native migratory fish. Therefore, the conditions need to include fish passage (which the ODFW review seems to have inadvertently overlooked). Also, there should have been consideration for the impacts of the reservoir on water temperatures. Increased surface area generally means warmer water, which is generally bad for fishery resources. Any permit should therefore also require the reservoir to be moved off of the stream channel (which would also solve the fish passage problem) or to monitor temperature and ensure there is no adverse impact.
