Although the comment period ended Dec. 24, these comments are timely because Dec. 24 was a Saturday and the deadline should therefore roll to the next business day. Comments: 1. The application materials are contradictory regarding whether the reservoir for which a permit is sought is in the stream channel. The application says it is but ODFW says it is not. That discrepancy should be corrected with revised application materials before any permit is granted. 2. ODFW notes state sensitive and ESA-listed fish in Calapooya Creek and concerns about impacts to water quality. Any permit should be conditioned to ensure that the reservoir is not in a stream channel, that water from the reservoir is not released to Calapooya Creek, that the reservoir and creek are not connected during high flows, and that reservoir construction does not impact water quality in Calapooya Creek.
