The Department should require the reservoir to be located outside the stream channel to avoid impacts to fish passage (which will occur even with ODFW-approved passage), to avoid impacts to water quality from passing flow through a reservoir that warms and pollutes the water, and to avoid storage outside the storage season, which is bound to occur due to inadequate measurement and enforcement. Standard conditions are not enough to prevent these impacts if the reservoir is allowed to remain in the stream channel. Thank you for considering these comments.
