 Brian PosewitzWaterWatch of OregonPer the ODFW comments, this proposal would have a significant detrimental impact on fishery resources, primarily by impacting water quality downstream in Lookingglass Creek, which has listed fish species. According to the ODFW comment from, the reservoir would be in the stream channel. Therefore there is no way to prevent releases from the reservoir impacting water quality without also reducing flows downstream. The application therefore should be denied. If it is not, any permit must be conditioned to reflect the ODFW advice, which requires consultation with DEQ for appropriate permit condition and incorporation of those conditions in the permit. Conditions also must include plantings to shade the reservoir. In general, however, negative water quality impacts from this reservoir, and therefore significant detrimental impact on fish, cannot be avoided unless the reservoir is required to be located outside the stream channel and releases are prohibited.
