 Brian PosewitzWaterWatch of OregonThe application should be denied because, based on ODFW's comments, storage of water between June 30 and November 1 would pose a significant detrimental impact to existing fishery resources. Conditioning the permit with a limited storage season cannot avoid the impact because preventing storage outside the permitted storage season is impossible or impractical in the case of an in-channel reservoir, as suggested in the email exchange included with the application. Moreover, passing live flow through an in-channel reservoir creates numerous water quality problems including adverse temperature impacts. If a permit is nevertheless issued with a limited storage season (which we oppose for reasons just given), the season should be consistent with ODFW's recommendations. The permit also should require (not just permit) measurement of inflow and outflow. Otherwise it is not possible to determine if the reservoir is in fact storing water outside the permitted storage season. Thank you for considering these comments.
