If the application is approved, it should be conditioned to incorporate all conditions proposed by ODFW, including the condition requiring mitigation for flow and other impacts. Any permit also should be conditioned to require that the reservoir be off-channel, as represented on the application (even though it says flow outside the storage season will be "bypassed by outlet pipe," suggesting the reservoir is in a stream channel). If the reservoir is in a channel, it should be required to measure inflow and outflow to ensure no water is being stored outside the storage season. Thank you for considering these comments.
