 Douglas Thackery  As a water user of the Highland Ditch, where the irrigation water for this property is currently supplying, I am very concerned about another user removing themselves from the ditch. My property is the last water right on the ditch and if this application is approved there may not be enough “head pressure” for the water to reach my property. I don’t have the option of irritating directly from Cow Creek as the applicant does. I would have to pump water approximately 1/4 mile up hill and across a county road to supply my property with water. It has recently come to my attention that the Watermaster staff has been actively lobbying new landowners that have rights to the Highland Ditch to apply to pull water directly from Cow Creek rather than use the ditch. This lobbying effort is extremely detrimental to the remaining users of the ditch. I urge the denial of this application because of the negative impact the approval would have on the remaining members of the Highland Ditch Company. Thank you for your consideration, Doug Thackery
