11/05/2020Brian PosewitzWaterWatch of OregonThe application requests an expansion of storage in the channel of a small stream. If native migratory fish are present or were historically present, the new reservoir should be required to provide fish passage. The applicant should be required to measure and record inflows and outflows to ensure the volume stored does not exceed the permitted amount and to ensure no storage occurs outside the permitted storage season. If these and/or other permit conditions would require passing water from the reservoir to downstream waters, the permit should be denied because the reservoir in that case will unavoidably harm water quality with warmed water and/or other pollutants. Finally, any permit should include all conditions recommended by the Oregon Department of Fish and Wildlife and the Oregon Department of Environmental Quality to ensure protection of listed fish and other fish at the site and in downstream waters.
