To avoid those impacts, any permit should specifically incorporate all conditions recommended by ODFW and ODEQ, including a limited season when water can be diverted and stored, a requirement that water from the reservoir not be released to the stream, and location of the reservoir away from the river channel with sufficient physical separation from the river to prevent overbank flows from merging with the reservoir and leaving fish trapped when flows subside. In addition, to ensure that biologically necessary flows are maintained, any permit should include a condition that no diversions take place (even during the permitted season of use) if flows in the river are below the biologically necessary flows.
