 Brian PosewitzWaterWatch of OregonAll water appropriations have the potential to detrimentally impact fish and environnmental resources, including through impairment of peak and ecological flows that help form habitat and facilitate migration. However, we appreciate that this proposed reservoir, unlike many, appears to be truly "off-channel" (i.e., will be filled with water diverted away from the stream instead of using a dam in the stream) such that fish passage would not be impaired (if fish use the stream), appropriation can practicably be stopped outside of the recommended (and applicant-proposed) limited storage season, and water quality of the stream and downstream waters will not be impaired outside of the storage season by requiring flow to pass through a reservoir pool. OWRD should require all alternate reservoirs to be designed this way.
