07/14/2025Richard LynchHogback Ridge VineyardI do not agree with Oregon Water Resources department rules that basically cause neighbors to either complain about something that a neighbor is doing or put up with the consequences. I know for a fact that OWRD has the capability and resources to know if someone is using water or irrigating ground that has no water right by viewing satellite imagery. There has to be a better way than relying on water rights holders and land owners to do that work for them. In regards to this application and you might talk to Josh, but I think the well is being used to water on an adjacent property. Surely , the state can put a meter on it or check his power bill or something to see if he is irrigating with that pump. The property that the new well sits on is not being farmed while his adjacent property is being irrigated. I was told by am employee last fall that they were irrigating twenty acres on the adjacent property using the new well and at the time assumed that they were permitted to do that. I hope that the state will monitor their activity to confirm compliance. Also, looking longer term , the aquifer that he is tapped into is already over appropriated and everyone in the neighborhood is having issues with that. He is asking for new acreage and new water rights which I don’t think the aquifer has capacity for.
06/17/2025Carl Schwartz I am an adjacent land owner and I concur with your staff's comments that since the aquifer is currently over-appropriated additional rights should NOT be allocated. I have no issue with the landowner using the water rights previously allocated.
