Thus, if the storage season is limited based on water availability or fish needs, the applicant should be required to measure inflow and outflow to ensure no water is stored outside the storage season. The measurement method suggested by the watermaster would only determine, approximately, the amount of stored water at any given time, not whether water is being stored outside a storage season. Any permit also should be conditioned to protect water quality by ensuring no warmed or polluted water is released to downstream waters. To the extent that is not possible (because other conditions may require releases from storage at certain times), the permit should be denied. Thank you for considering our comments.
