 Brian PosewitzWaterWatch of OregonThe application review form say the reservoir will be off-channel, but the narrative in the application and the maps indicate it will be in the channel of what is, at least some of the time, an intermittent stream. As such, compliance with the proposed limited storage season would be impossible without harming downstream water quality (even assuming perfect measurement to determine when water is being stored). Surely it will sometimes rain between May 1 and November 30, which means the proposed reservoir will be storing water then unless it releases an equal amount of water through the outlet pipe. However, releases through the outlet pipe will be of previously stored water, which will be warmed by thermal exposure and probably polluted by adjacent land uses. Because the proposed reservoir will either store water May 1 through November 30 or release warmed and polluted water that will harm downstream water quality, it would pose a significant detrimental impact to existing fishery resources. The application should therefore be denied. Thank you for considering our comments.
