10/09/2023Brian PosewitzWaterWatch of OregonThe applications should be denied because the applicant cannot reasonably limit the storage season to the period recommended by ODFW without polluting downstream waters. ODFW recommends limiting the storage season to January. The application indicates runoff is present "between" October and June. Thus, the site apparently has runoff during times of the year other than January. Without precise measurement of inflow and outflow, and regular inspection by the watermaster, the proposed reservoir will inevitably store water in months other than January, which ODFW indicates will have a significant detrimental impact on existing fishery resources. To the extent the reservoir in fact releases all water stored outside January (which is highly unlikely), it will be releasing water from the reservoir, which will have impaired water quality, which ODFW also indicates will have a significant detrimental impact on existing fishery resources. To the extent a permit is nevertheless issued (which it should not be), the permit should require measurement of inflow and outflow so it will at least be physically possible to determine if runoff is being stored outside the storage season. Thank you for considering these comments.
