 Brian PosewitzWaterWatch of OregonThis appears to be a true off-channel reservoir: water pumped from stream during storage season, without impairing fish passage, such that diversion/storage can practicably be discontinued outside the storage season (instead of relying unrealistically on the reservoir owner to measure inflow and outflow to prevent additional storage) without releasing previously stored and polluted water downstream. As such, risk of significant detrimental impact to existing fishery resources should be significantly reduced. OWRD should require similar off-channel configurations for all reservoirs and not approve reservoir applications that rely on owner passing water through a reservoir to comply with a limited storage season (and likely polluting downstream waters and impairing fish passage in the process).
