The source stream is a tributary to the John Day River, which already gets too warm to meet water quality standards for temperature and has a Total Maximum Daily Load (TMDL) for heat that should preclude new storage and/or diversion that would tend to increase water temperature. The proposed reservoir would tend to increase stream/river temperatures if it diverts water when water temperatures are an issue (because less water warms faster than more water) or if it releases warmed water from the reservoir in a way that reaches Dick Creek and therefore the John Day River. Thus, any permit should include conditions that explicitly require the reservoir to be kept outside the stream channel and prohibit releases (via spillway or outlet pipe) that return to Dick Creek. The storage season should be limited to seasons when the John Day River meets water quality standards for temperature. To ensure no water is stored outside that season, any permit should require measurement and reporting of water diverted for storage. Thank you for considering our comments.
