Also, the transfer appears to involve changes to the place of use, point of diversion, type of use, surface water to groundwater, as well as adding a new point of appropriation. However, the watermaster review form only reflects that there will be proposed changes to (1) the place of use and (2) "other". It is also unclear from the watermaster review form whether there are injury and/or enlargement issues associated with this transfer. Thank you for the opportunity to provide comments.
