Conditions need to ensure no water is stored outside that period, including runoff. The application suggests "TIMBERS, EDGING, ET CETERA" could be installed to divert runoff around reservoir outside the permitted storage season. That should be a condition of any permit. All ODFW recommended conditions should also be included.
